how do i take off the front grill number plate on a 07 passat b6 when its off will that area be chrome there?
is like black under the actual number plate also would it be legal to put my number plate down onto the small grill where the fog lights are

While it may be legal to move your number plate that small grill is required for cooling too. In other words, it’s not a good idea to move the number plate.
